Two men are facing robbery charges after a carjacking in North Portland.

On Friday, March 15, 2024 at 7:41p.m., North Precinct officers were dispatched to North Skidmore Street and North Albina Avenue on a report of a robbery of a vehicle at gunpoint. The officers learned that the victim was unloading groceries from his vehicle when two suspects approached. One pointed a gun at him, demanded his keys, and drove off in his SUV. The victim was not physically hurt.

Officers from North Precinct, the Focused Intervention Team, K9, the Traffic Division, and Air Support Unit responded to look for the suspects. An alert officer spotted the victim’s vehicle driving near Northeast Lombard Street and Northeast 82nd Avenue. As officers flooded the area, they discovered the victim’s vehicle crashed at Northeast 70th Avenue and Northeast Mason Street. They learned two suspects had run away from the crash. Officers surrounded the area to contain the suspects and searched the neighborhood, quickly finding and arresting two men.

Major Crimes Unit detectives responded and interviewed the suspects. Detectives booked both men into the Multnomah County Detention Center. Raheim A. Carter, 41, was charged with Robbery in the First Degree and Unauthorized Use of a Motor Vehicle. Brandon T. Plumb, 24, was charged with Robbery in the First Degree and Unlawful Entry into a Motor Vehicle.
