A long investigation led to the arrest of a man who is linked to at least 50 but likely 100+ storage unit burglaries.

On February 7 t h , 2024, the Tigard Police Department’s Commercial Crimes Unit (CCU) performed a surveillance mission to apprehend a serial burglar, Timothy Counsil, age 57. Investigators believe Mr. Counsil had been burglarizing storage unit facilities throughout the City of Tigard since 2022. At roughly 10:00 PM, Tigard Detectives found Mr. Counsil in a storage facility near the 7000 block of SW McEwan Road within the city limits of Tualatin. With the help of Tualatin Police officers, he was safely arrested. He was charged with several counts of burglary and was taken to the Washington County Jail.

Tigard Detectives then executed a search warrant for the storage units Mr. Counsil personally rented, and discovered the units were full of stolen items, including kitchen appliances, music equipment, sporting equipment, power tools and much more. Some of this stolen property has already been linked to previously reported burglaries. These items were seized pursuant to the search warrant and detectives will be working to contact victims.

Tigard Detectives executed another search warrant on Friday, February 10th , 2024, for two additional storage units. Again, they discovered the units were full of stolen property. Detectives are still investigating the numerous burglaries believed to be committed by Mr. Counsil and anticipate more charges to be filed in the coming weeks.
