A suspect is facing a felony criminal mischief charge after vandalizing the Portland Police Bureau’s East Precinct this morning.

On Saturday, September 16, 2023 at 12:09a.m., two East Precinct Sergeants heard banging noises from the front doors of the building, at 737 Southeast 106th Avenue. The sergeants found the suspect using a large rock to shatter the glass. The sergeants requested assistance from other officers while simultaneously trying to detain the suspect. The suspect ran to the east but the sergeants employed apprehension strategies and the suspect surrendered when he realized he was not going to get away.

Keith Ryan Morris, 39, had no known address but had identification from the state of Arkansas. He was booked into the Multnomah County Detention Center on charges of Criminal Mischief in the First Degree, Escape in the Third Degree, and a probation detainer (23-243755).

Investigating officers found three large panel windows destroyed. A large rock, which had broken into two pieces, was found on the sidewalk.

The broken windows were covered with plywood. The cost of the damage is not determined.
